This paper examines the structure of contemporary vehicle mitigation commitments after lead gasoline phase out in sub-Sahara Africa. First, this paper reviews some of the leading domestic trade policy proposals (emission reduction actions) with regard to their expected technology impacts. Next, it assesses the options based on establishing benchmarks for measuring policy performance in curbing vehicle emissions simultaneously with core sustainable development priorities. Assessing these options identifies the key variables in designing mitigation commitments, offers criteria for evaluating different approaches and discusses the implications of the leading alternatives. This paper argues that a more pronounced dilemma of synergies exists between vehicle emissions reduction and core development concerns as the major players target emissions too narrowly. Finally, this paper sheds more light on strategies that could be employed simultaneously at the regional and domestic levels to enhance sustainable development as trade continues to grow and evolve.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00570.x Abstract: Watershed‐scale water‐quality simulation tools provide a convenient and economical means to evaluate the environmental impacts of conservation practices. However, confidence in the simulation tool’s ability to accurately represent and capture the inherent variability of a watershed is dependent upon high quality input data and subsequent calibration. A four‐stage iterative and rigorous calibration procedure is outlined and demonstrated for Soil Water Analysis Tool (SWAT) using data from Upper Big Walnut Creek (UBWC) watershed in central Ohio, USA. The four stages and the sequence of their application were: (1) parameter selection, (2) hydrology calibration, (3) crop yield calibration, and (4) nutrient loading calibration. Following the calibration, validation was completed on a 10 year period. Nash‐Sutcliffe efficiencies for streamflow over the validation period were 0.5 for daily, 0.86 for monthly, and 0.87 for annual. Prediction efficiencies for crop yields during the validation period were 0.69 for corn, 0.54 for soybeans, and 0.61 for wheat. Nitrogen loading prediction efficiency was 0.66. Compared to traditional calibration approaches (no crop yield calibration), the four‐stage approach (with crop yield calibration) produced improved prediction efficiencies, especially for nutrient balances.  相似文献

Emission of particulate matter (PM) is one of the major air quality concerns for large beef cattle feedlots. Effective treatments on the uncompacted soil and manure mixture of the pen surface may help in reducing PM emission from feedlots. A laboratory apparatus was developed for measuring dust-emission potential of cattle feedlot surfaces as affected by pen surface treatments. The apparatus was equipped with a simulated pen surface, four mock cattle hooves, and samplers for PM with equivalent aerodynamic diam. ≤ 10 μm (PM(10)). The simulated pen surface had a layer of dry, loose feedlot manure with a compacted soil layer underneath. Mock hooves were moved horizontally on the manure layer to simulate horizontal action of cattle hooves on the pen surface. High-volume PM samplers were used to collect emitted dust. Effects of hoof speed, depth of penetration, and surface treatments with independent candidate materials (i.e., sawdust, wheat straw, hay, rubber mulch, and surface water application) on PM(10) emission potential of the manure layer were investigated. Our laboratory study showed PM(10) emission potential increased with increasing depth of penetration and hoof speed. Of the surface treatments evaluated, application of water (6.4 mm) and hay (723 g m(-2)) exhibited the greatest percentage reduction in PM(10) emission potential (69 and 77%, respectively) compared with the untreated manure layer. This study indicated application of hay or other mulch materials on the pen surface might be good alternative methods to control dust emission from cattle feedlots.  相似文献

Major transitions in a multiple-use or mosaic landscape often lead to frictions among new and existing users. In this article, we consider the problem of ecological restoration within a mosaic landscape in which restoration activities elicit feedbacks from individuals and groups that are harmed by restoration outcomes. Using game theory, we identify three potential outcomes ranked by the extent of restoration of ecosystem services and processes: nonstrategic, noncooperative strategic equilibrium, and cooperative bargaining solution. We identify conditions under which additional restoration can decrease the overall flow of ecosystem services and processes. A “strategic restorationist” will cease new restoration activities when the net effect of defensive response moves by farmers offsets gains. Imperfect information regarding expected payoffs to farmers can lead to inefficient overshooting or undershooting the optimal scale, geographical positioning, and form of restoration. Gains to all parties from cooperation might exist. As a case study and to aid model design, we consider restoration activities on California’s upper Sacramento River. We modified our prior age-dependent half-life model to characterize the range of child (ages 0-7) body burdens associated with dietary and environmental exposure to polychlorodibenzodioxins and furans (PCDD/Fs). Several exposure scenarios were evaluated. Infants were assumed to be either breast-fed or formula-fed from birth to 6 months of age. They then received intakes of PCDD/Fs through age 7 from foods based on weighted means estimates [JECFA, 2001. Joint FAO/WHO Committee on Food Additives. Fifty-seventh meeting, Rome, June 5-14 , 2001, pp. 24-40], and with or without exposures (ingestion and dermal) to urban residential soils at 1ppb TCDD toxic equivalents (TEQ). A one-compartment (adipose volume) toxicokinetic model for TCDD described by Kreuzer [Kreuzer, P.F., Csanady, Gy.A., et al., 1997. 2,3,7,8-Tetrachlorodibenzo-p-dioxin (TCDD) and congeners in infants. A toxicokinetic model of human lifetime body burden by TCDD with special emphasis on its uptake by nutrition. Arch. Toxicol. 71, 383-400] was expanded to include the key non-TCDD congeners in human breast milk and adipose tissues, and two model parameter refinements were examined: (1) use of updated and more detailed age-correlated body fat mass data [CDC, 2000. The updated body fat mass data nearly halved the predicted peak body burden for breast-feeding and lowered the time-weighted average (TWA) body burdens from ages 0-7 by 30-40% for breast-fed and formula-fed infants. Combined use of the updated breast milk PCDD/F concentration and body fat mass data increased the contribution of breast-feeding but reduced TWA body burdens from diet and soil. We conclude that further refinements are needed, but reliance on these better data sets for body fat mass and breast milk PCDD/F concentration significantly improves the model's ability to accurately predict body burdens during early childhood.  相似文献

A method utilizing size exclusion liquid chromatography (SEC) was developed to separate and quantify large molecular cobalt (Co) (e.g., albumin-Co) from cyanocobalamin (vitamin B12) and small molecular Co (e.g., glutathione-Co and free Co) in human serum. Highly selective and sensitive detection using inductively coupled plasma–mass spectrometry was coupled with SEC to provide a method with reliable accuracy, precision, recoveries, stability, and a detection limit of 0.037 μg/L in undiluted serum. Other divalent metal cations known to compete with Co(II) for serum albumin-binding sites (such as iron, zinc, manganese, cadmium, copper, nickel, and lead) did not significantly alter Co(II) quantification. Co–protein binding capacity determination of individual serum samples indicated that addition of 2500 μg Co/L to undiluted human serum resulted in approximately 90% distribution to the large molecular Co peak, consistent with Co binding to high-affinity divalent metal binding sites on albumin. Since serum albumin binding partially sequesters biologically active Co(II) ions, this method provides an important tool for better understanding the kinetics and toxicology of Co compounds. Thus, the proposed method might play an important role in establishing Co dose–response relationships that affect the equilibrium concentrations of free ionic Co(II).  相似文献

Although the development community has long recognised that securing land tenure and improving housing design can benefit significantly informal settlement residents, there is little research on these issues in communities exposed to natural disasters and hazards. Informal settlements often are located on land left vacant because of inherent risks, such as floodplains, and there is a long history worldwide of disasters affecting informal settlements. This research tackles the following questions: how can informal settlement vulnerabilities be reduced in a post‐disaster setting?; and what are the key issues to address in post‐disaster reconstruction? The main purpose of the paper is to develop a set of initial guidelines for post‐disaster risk reduction in informal settlements, stressing connections to tenure and housing/community design in the reconstruction process. The paper examines disaster and reconstruction responses in two disaster‐affected regions—Jimani, Dominican Republic, and Vargas State, Venezuela—where informal settlements have been hit particularly hard.  相似文献

The semiarid, northern Mongolian steppe, which still supports pastoral nomads who have used the steppe for millennia, has experienced an average 1.7 degrees C temperature rise over the past 40 years. Continuing climate change is likely to affect flowering phenology and flower numbers with potentially important consequences for plant community composition, ecosystem services, and herder livelihoods. Over the growing seasons of 2009 and 2010, we examined flowering responses to climate manipulation using open-top passive warming chambers (OTCs) at two locations on a south-facing slope: one on the moister, cooler lower slope and the other on the drier, warmer upper slope, where a watering treatment was added in a factorial design with warming. Canonical analysis of principal coordinates (CAP) revealed that OTCs reduced flower production and delayed peak flowering in graminoids as a whole but only affected forbs on the upper slope, where peak flowering was also delayed. OTCs affected flowering phenology in seven of eight species, which were examined individually, either by altering the time of peak flowering and/or the onset and/or cessation of flowering, as revealed by survival analysis. In 2010, which was the drier year, OTCs reduced flower production in two grasses but increased production in an annual forb found only on the upper slope. The particular effects of OTCs on phenology, and whether they caused an extension or contraction of the flowering season, differed among species, and often depended on year, or slope, or watering treatment; however, a relatively strong pattern emerged for 2010 when four species showed a contraction of the flowering season in OTCs. Watering increased flower production in two species in 2010, but slope location more often affected flowering phenology than did watering. Our results show the importance of taking landscape-scale variation into account in climate change studies and also contrasted with those of several studies set in cold, but wetter systems, where warming often causes greater or accelerated flower production. In cold, water-limited systems like the Mongolian steppe, warming may reduce flower numbers or the length of the flowering season by adding to water stress more than it relieves cold stress.  相似文献

Identity management refers to the decisions individuals make about how they present their social identities to others. We examined cross‐cultural differences in distancing and affirming identity management strategies of Christian‐identified employees utilizing samples from the USA and South Korea. Religious centrality, risks of disclosure, pressure to assimilate to organizational norms, and nation were key antecedents of chosen identity management strategies. Risks of disclosure and pressure to assimilate related to more distancing and less affirming strategies when religious centrality was low, but nation served as a boundary condition for the moderating effects of religious centrality. Distancing strategies related to negative outcomes regardless of religious centrality, but affirming strategies only related to positive outcomes when religious centrality was low. Southern Alberta, which has a cold climate dominated by strong chinook winds, has the highest density of feedlot cattle in Canada. However, the quantity and quality of runoff from beef cattle (Bos taurus) feedlots in this unique region has not been investigated. Our objectives were to compare runoff quantity (1998-2002) with catch-basin design criteria; determine concentrations of selected inorganic chemical parameters (1998-2000) in runoff in relation to water quality guidelines and the potential implications of irrigating adjacent crop-land; and determine if total heterotrophs, total coliforms, and Escherichia coli (1998-2000) persisted in the catch-basin water and soil. Runoff (< 0.1 to 42.5 mm) for a 24-h duration that included maximum peak discharge was less than the recommended design criteria of 90 mm based on runoff from 24 h of rainfall with a 30-yr return period. We found that curve numbers between 52 and 96 (mode of 90) were required to match the USDA Natural Resources Conservation Service predicted runoff and actual runoff volumes. Total P posed the greatest threat to water quality guidelines, and K posed the greatest threat for exceeding crop fertilizer requirements if catch-basin effluent was used as irrigation water. Water in the catch basin had continually high populations of E. coli throughout the study, with values ranging between log10 2 and log10 8 100 mL(-1). In contrast, soil in the catch basin generally had low populations of E. coli that were < log10 2 g(-1) wet wt., but at times higher populations between log10 2 and log10 6 g(-1) wet wt. were also found.  相似文献
